Joplin is located in southwest Missouri in the "four states" region

Missouri, the flag of the USA, and, most probably, the flag of Joplin, red with
the municipal seal and some white writing (

At
http://www.allbusiness.com/government/3608556-1.html, we learn from city
clerk Barbara Hogelin that the city seal "was originally established in January
1917, and signifies Joplin's historical mining era, as well as the regional
business center it is today. The Seal has been placed on City documents
throughout its history". This gives a lower date frame for the flag.
