Description of the flag

A ~2:3 white flag with 19 red discs arranged as an hexagon (3+4+5+4+3) on the top center and letters "Apple Valley" in black sans serif letters set in two lines ("V" below "le"), the "l"s abnormally extended upwards so that the one of "Apple" makes up the trunk of a highly stylized apple tree bearing fruit, thus making this a (partly) canting flag.
