From the official city website,
http://www.grand-rapids.mi.us/index.pl?page_id=350:
"The Grand Rapids
City Seal was designed and engraved by Aaron Turner, the City Clerk in 1850. The
motto, "Motu Viget," means "strength in activity." Officially adopted by the
City Council on June 25, 1850, the seal depicts a hand reaching down from the
clouds holding the scales of justice. Centered on the seal is the American Eagle
protected by a shield. At the eagle's feet are the points of arrows."

On the city website there's a logo image, like that on the flag, with a tool-tip saying "The City of Grand Rapids' logo was designed by Joseph Kinnebrew, an internationally recognized sculptor and painter. The logo incorporates a yellow sun, blue river, and a red representation of the La Grande Vitesse sculpture by Alexander Calder. The logo is used on everything from street signs to refuse trucks. This logo (c) Copyright 2002 City of Grand Rapids."

The logo flag is seen more these days than the official flag.
