The legal description from the county code states:

Carroll County
23 [3A-1.] 3-103. County Flag.

The official flag of Carroll County, Maryland, is described as a silhouette of the County Seal on a white field having a border on three sides of blue, with the official seal of Carroll County, consisting of three concentric circles, one with a band of red forming the outer circle, the second separated from the first by a ring of white and formed by a broad band of blue with the inscription "Carroll County, Maryland" in white inserted between the inner and outer circles on the band of blue which forms the second circle also having two white stylized six-leaved blossoms located, one each, on opposite sides of the same space between the inner and outer circles, and a third and inner circle separated from the second by a ring of white and formed by a ring of black within which is a replica in brown of the four-horse freight wagon with white cover with the year 1837 imposed above the wagon, this year being the time of the creation of Carroll County from parts of Frederick and  Baltimore Counties.
