The seal for the city of Mandeville interestingly combines elements of the city's past history, along with its 20th century characteristics. It was designed by Winky Chestnutt, a local area artist, and presented as a gift to the city. This symbol was adopted as "the official crest
of Mandeville" in Ordinance No. 86-2 on March 13, 1986. The 10 flags represent the different historic governing entities that controlled the area surrounding Mandeville. In addition to being a part of the Louisiana Purchase, the area north of Lake Pontchartrain was called the West Florida Territory. Even today, the Louisiana Parishes north of Lake Pontchartrain are still referred to as the Florida Parishes.
