Description of the Flag

A seller is offering the "City of Covington, Kentucky" for sale on ebay. It is a 4x6 foot flag.

I have an image in my collection that is a darker blue and uses black rather than gold outlines on the seal. The photo is doubtless authentic; I don't know who drew the image.
