American Flag Survey (2004) and American
City Flags (Purcell, 2003) is a
light blue flag with a golden yellow cross throughout offset to the hoist with
the city seal centered on the core of the cross, its diameter half of the flag
height.
While the main elements are the same (ship, barn, plough,
canal?), there seems to be two different versions of the seal in official use:

by NAVA lacks the inner rim border, the lettering freely set against the
landscape background.
The background of this flag is patterned after the
Swedish national flag standing for the local historical
importance of Swedish colonization.
