Description of the flag

Dover is the state capital and county seat of Kent County. According to a photograph on the city's website, the city flag features the city seal on a white background. I'm not sure exactly of what is in the seal, though there seems to be a resemblance to the Kent County coat of arms. Around the outside of the seal are the words "The City of Dover Delaware."

The NAVA image at http://www.nava.org/Flag%20Design/City%20Survey%202004/city_flag_photos/Dover.jpg has the emblem on a dark blue edged buff rhombus on a white flag. This design is clearly based on the state flag and is confirmed by photos on location shown in the official website: City Hall entrance with national, state and city flag hoisted on three lawn poles ( http://www.cityofdover.com/media/gallery/city/large-City_05.jpg; http://www.cityofdover.com/government/citycouncil/government for context), and city manager official photo ( http://www.cityofdover.com/departments/citymanager ), showing the central detail of the flag.

This is a circular seal with three discs inside, placed 1+2, each filled with a different element; the top one has an ogival shield divided per pale and a fess Gules charged with three roundels (?) and in chief a crescent pointing up. On the rim of the seal, the words "The City of Dover" above and "Delaware" below, set in golden fraktur letters.

Trusting Randy Young’s 2001 report, we can assume that the rhombus was added ca. 2002 (Randy reports plain white flag from the site in May 2001; John Purcell researched for American City Flags surely not after early 2003).

The seal on the flag seems to be the same as the seal everywhere else; see photo of the City Council and Mayor stepping on it, as embroidered on a carpet: http://www.cityofdover.com/media/staff/slideshow/DSC_0018.jpg.

The earlier version reported by Randy Young in 2001 lacks the brown rhombus.
