Pleasanton, California (about 20 miles SE of Oakland) has recently selected an official city flag. While this looks like a seal on a modified sheet, I have yet to find evidence that this is the city seal. Their web site is mostly adorned with the city "logo" which is unlike the image on the flag. The arched "banner" across the bottom of the "seal" is taken from an arch that spans the main street of town. The tree is an oak, which dominate the region. The buildings represent some historical buildings making the downtown area interesting. The image here is a scan of a 4x6 inch desk flag.
