From the meeting minutes, 9 August 2001, Resolution 4647 - Adopting the design for the revised city flag.
A resolution was made to adopt a new design concept for a city flag for Sierra Vista, Cochise County, Arizona, as recommended by the Arts and Humanities Commission.
Background: A new design for the city flag was proposed and local artists were sought. Three final designs were chosen, with possible modifications. Council was asked to adopt one of the three final designs as the new city flag.

The website at www.ci.sierra-vista.az.us shows a circular formatted seal, with the outer ring having a thick white fimbriation at the top and a thinner one at the bottom, and with a gold fimbriation along part of the bottom and along the left side of the outer ring. In the blue outer ring the words 'CITY OF SIERRA VISTA' are written in gold capitals, while the word 'ARIZONA' is written in similar fashion at the bottom. The center of the seal is gold, with an outline map of Arizona in black dominating the foreground. A rising sun in orange is in the Northeastern corner of the map, to the upper right, while the white rays of the sun extend beyond the map's borders. This map is superimposed upon a range of blue mountains with snowy white peaks; while the Southern part of the map,
corresponding roughly to the Gadsden Purchase territory, is colored green. To the left of the map, beneath the mountains and in the left foreground is a green saguaro cactus.
