Islands were exploited for commercial guano harvesting during the 18th
century. All three islands were also occupied by American forces during World
War II. The Compact of Free Association goes into effect, making an
independent nation associated with the U.S. in 1991.

The explanation on the website state clearly that it is a fictional micronation based on the premise that after Amelia Earhart's flight, the island was bought by a rich US citizen and transformed into a Singapore-like place.
He also explains that he is not selling citizenship, postal stamps or any
of the related self-declared micronation's usual mean of revenue.

This micronation had a "contest" for a "new flag" when
the third island "joined." I remember seeing the various ideas on
their site and thinking that I liked some more than the "winner,"
but all are now dead links (the contest page, with text, is still up at http://users.metro2000.net/~stabbott/hbFlagandname.htm
except for the current flag.
