I posted to Mr. Rukkas (Ukraine) those flags, pictured in Banderas 50 (page 14) in an article by Jose Maria Montells based on information provided by the independentist Ukrainian Orest Kanelyn Romanischin. In the article, in Spanish, it was said: "President Hruschevsky adopted a blue flag with the golden trident of St Wladirmir bordered from an orle of Laurel (sinople) in its center, and with a bordure of triangles blue and yellow separated from the flag with narrow lines of blue and red in four sides"
Mr. Rukkas posted me the following answer:
"On the 29th of April, 1918 Ukrainian Parliament (Central Rada) elected Michael Hrushewsky to be the president of Ukrainian People's Republic. And next day Hetman Skoropadsky's coup d'etat took place. So, Hrushevsky enjoyed his new office for less then one day. The flag you posted was designed well before Hrushevsky's election. It was foreseen for future president. But as you see Hrushevsky could not use it because lack of time. That is why I suggest to call this flag as that of President of Ukrainian People's Republic (not mentioning about M. Hrushevsky). To my mind it looks more correct.

Concerning the image of above mentioned flag. I have a picture of the flag of the President of Ukrainian People's Republic (adopted in January, 1918) but it differs form that you sent. My flag is just plain blue with the same coat of arms (as you depicted) in the center. There is no blue/yellow triangles and blue/red outline.

Moreover, I have an image of proposed presidential flag which was designed in 1920 by Ukrainian artist M.Bytynski for S.Petlura, the Head of Ukrainian People's Republic restored after hetman's abdication in November, 1918. And this flag has all the features I told about before (blue/yellow triangles and blue/red outline). But instead of coat of arms in the center there is small yellow-blue national flag in the canton.
It looks like your flag is comprised of the elements taken from two different flags. It is only my guess. Please, provide me with the source of your flag to check this info and thus, clarify the mess. I am sending you the flag I have. So, you will be able to compare my images and yours. Want to underline that is only my guess, quite possible that even three flag existed."

Concerning the 1920 proposal And the 1920 proposal, note that the flag is yellow over blue while in the era that in use was the blue over yellow. I hear also that this flag was the one of the president in exile, but its not excluded that was adopted before the end of the peoples republic/
