The flag and arms of Kostanjevica na Krki are prescribed by Decision
Odlok o grbu, zastavi in žigih Občine Kostanjevica na Krki, adopted on 8 November 2007 and published on 23 November 2007 in the official Slovene gazette Uradni list Republike Slovenije, 107/2007.
Information given below and drawings were kindly provided by Marjana Krhin, from the municipal administration.
The flag is decribed in the aforementioned Decision as follows:
In the flag of the municipality of Kostanjevica na Krki is a tricoloured seal on a white field. In the integral layout, the height and width of the flag are determined as 1:2 and 1:3, and the ratio of the flag to the symbol is 1:3, while it is determined its orientation in the white field.If I am reading this right, the flag is prescribed in two proportions, 1:2 and 1:3, both in horizontal and vertical versions. The determination of the coat of arms in the flag states it should be 1/3 of the flag, but this is hard to understand. The drawing of the flag I received from the municipal administration has overall proportions 1:2, with the coat of arms 60% of the hoist in diameter, set in the middle of the flag.
If the flag is hoisted attached to the long edge (vertical shape) the coat of arms is rotated 90 degrees, to be readable in horizontal shape.

The coat of arms is described in the aforementioned Decision as follows:
The coat of arms of the municipality of Kostanjevica na Krki is shaped as a circle, derived from Plečnik's* design and adapted to the needs of the new municipality. The central element is adapted from the medieval coat of arms, with the years of the grant of town rights and the establishment of the new municipality of Kostanjevica na Krki, 1252-2006.
The circular symbol contains the inscription as shown in the graphical pattern for monocoloured and two-coloured designs, as shown in the attached integral design. It is inscribed in Makalonca, a typographical font that Lucijan Bratuš., academic painter, calligrapher and typographer, developed from Plečnik's inscriptions.
The coat of arms design is made in accordance with Plečnik's design, using red and white for the base, as the colour of the ducal family of Spenheim, who established the region of the current municipality and shaped its history.
The colours are determined in CMYK scale as red: C 0%, M 94%, Y 84%, K 0%.
*Jože Plečnik (1872-1957) is one of the most notable Slovenian architects with much influence on Slovenian architecture and design in the beginning of the XXth century.
