The municipality of Šmartno ob Paki was formed in 1995.
Šmartno ob Paki (this last means "on Paka" river) is one of the smallest municipalities in Slovenia (17,84 sq. km; 2,818 inhabitants).

Municipal flag of Šmartno ob Paki

According to Stanič & Jakopič [j2s05], the flag and arms of Šmartno ob Paki were adopted on 28 October 1996. The flag, in proportions 1:2, is vertically divided blue-white-blue with the coat of arms in the middle. The height of the coat of arms is 2/3 of the flag height. Blue represents river Paka whereas the white background increases the visibility of the coat of arms.
A coat of arms of this size would be touching the blue fields in the vertical flag and is therefore not used; apparently the coat of arms in the vertical flag is 2/3 of the width of the white field - as shown by Stanič and as seen on photographiess of table flags provided by the municipal administration. However, the horizontal flag shown by Stanič has an even smaller coat of arms, being of the height equal to 1/3 of the flag width. The horizontal and vertical flag in that book are obviously from two sources as they differ in colour shades.

The official colour specifications are:
- Blue: HKS 46K
- Red, HKS 23K.

The coat of arms of Šmartno ob Paki can be blazoned as "Per bend azure and gules overall a goose argent volant to sinister".
Red represents St. Martin's cloak.
