The coat of arms of Šmarje pri Jelšah must have been in use before the 1990s, but the article in Banderas municipales de Eslovenia [drn96i], published in Banderas [ban] #58 (March 1996), does not mention it, neither the flag. Anyway, the municipality (re?)adopted the coat of arms and flag on 14 December 1992 by Decision Odlok o grbu in zastavi občine Šmarje pri Jelšah, adopted on 15 December 1992, and published in the official Slovene gazette Uradni list Republike Slovenije, 61/1992, on 24 December 1992, with effect on 2 January 1993.
The flag is based on the first and fourth fields of the
coat of arms; it is diagonally striped in blue
and white, with the coat of arms in the middle. The proportions of the flag are 1:2. The
Decision prescribes that "the exact position of the coat of arms, its
size and all proportions are determined by a special Appendix to the
Decision".
Stanič & Jakopič [j2s05] show only the vertical flag, with slightly wider stripes than in
my images, so that there are 14 fully visible stripes (15 in mine),
with additional edge stripes that are barely visible on each side. A
drawing still available on the municipal website shows a flag with 11 full
stripes and two white edge stripes that were almost fully visible,
however this flag was in unacceptable 2:3 proportions (I think that this
2:3 flag may be from pre-1990 adoption documents). My drawings
are based on the flags I saw (and photographed) actually hoisted in

The coat of arms of Šmarje pri Jelšah can be blazoned as
"Quarterly 1. and 4. Bendy azure and argent, 2. Per pale or and
azure a pair of ornamented oxen horns counterchanged, 3. Or, an alder
tree branch in bend sable leaved vert.
The coat of arms is outlined in red. The second quarter is the coat
of arms of the Gaisruckov family, the owners of Jelše castle. The branch
in the third quarter cants the name of the castle by which the town was
built (jelša, "alder tree").
