Koper is an important port in the "head of Istria" peninsula (hence the Italian name Capodistria). The municipality is bilingual. Its official name is Mestna občina Koper - Commune Città di Capodistria.

The flag and arms of Koper are prescribed by Decision Odlok o grbu, znaku, zastavi in drugih elementih celostne podobe Mestne občine Koper, adopted on 18 January 1997 and published in the official local gazette Uradne objave, 3/98. This Decision was amended by Spremembe in dopolnitve odloka o grbu, znaku, zastavi in drugih elementih celostne podobe Mestne občine Koper published in the official local gazette Uradne objave, 6/98.
The flag is prescribed in the shape of a "horizontal rectangle", in proportions 1:2, blue with the municipal symbol in the middle.
There is no vertical flag prescribed, but such a flag is used, with the emblem properly rotated, as shown on a photograph taken in February 2006.
The colour specifications, as given by Stanič & Jakopič [j2s05], from the Decision, are:
- Yellow: Pantone 108, for the center of the sun face and the inner part of the straight rays of the sun;
- Yellow: Pantone 116, for the wavy rays and the edges of the straight rays of the sun;
- Golden yellow: Pantone 110, for the center lines, the outer edge of the rays and the shield outline;
- Blue: Pantone 312.

In 1997 Koper adopted a new artistical rendition of the coat of arms, based on a stone carving preserved in the town, but retaining the basic design of the previously used arms. The sun without the shield shape is called "the symbol of the municipality".

The former municipal flag of Koper was blue with the former coat of arms in the middle. The sun was symbolically shown as made of eight curved elements.

According to the yacht club website, the burgee is horizontally divided yellow-blue-yellow-blue-yellow, apparently 1:1:2:1:1. Y.C. Jadro is written in blue in the median yellow stripe. Jadro is written in cursive letters which are quite well approximated by New Berolina TM font.
