Adopted by State Duma on February, 27, 2001
This Law establishes Coat of Arms and a Flag of Yaroslavl Region, their descriptions and official rules of using according to Statutes of Yaroslavl Region.
Article 1. The Arms and the Flag of Yaroslavl Region are official symbols of Yaroslavl Region.
Article 2. Coat of arms of Yaroslavl Region: Or, a Bear statant Sable holding with left paw an Fighting Axe Argent with a Staff Gules on his left shoul-der. The shield is surmounted with “yaroslavl prince’s cap” appropriate to legalization of 1730. The reproduction of the arms of Yaroslavl Region in multi-coloured and one-coloured variant is supposed.
Article 3. The Flag of Yaroslavl Region is rectangular yellow panel with ratio of width to lendth 2:3. There is a black bear holding a silver fighting axe with red staff depicted in the centre of the panel. The flag of Yaroslavl Region irrespective of its size should correspond to its description given in present article.
Article 4. The specially authorized body on reproduction and use of the Arms and the Flag of Yaroslavl Region is the Council on Heraldry at Governor of Yaroslavl Region. Regulation on Council on Heraldry at Governor of Yaroslavl Region and its structure are affirmed by the Order of the Governor. The Council on Heraldry includes the persons having special knowledges in heraldry. Council on Heraldry at Governor of Yaroslavl Region carries out the activity with authorized federal body on heraldry.
Article 5. The arms of Yaroslavl Region are located :

The order of manufacturing, use, storage and destruction of the forms with reproduction of the arms of Yaroslavl Region using by Governor and other power bodies is established with the order of the Governor of Yaroslavl Region, and in the State Duma of Yaroslavl Region — with the order of the State Duma.
Article 8. The Flag of Yaroslav Region is hoisted constantly on the buildings of:

Article 10. The flag of Yaroslavl Region rises during official ceremonies and other solemn measures spent by bodies of state authority of Yaroslavl Region, bodies of local self-management of municipal formations of Yaroslavl Region.
The flag of Yaroslavl Region may be hoisted during solemn measures spent by public associations, by organizations (irrespective of their legal form and pattern of ownership) and also during family celebrations.
Article 11. The image of a flag of Yaroslavl area may be used as an element or as a basis of the awards of Yaroslavl Region, may be placed on the documents to them according to the regional legislation.
Article 12. Per days of mourning the black tape, which length is equal to length of a panel of a flag, are added in the top part of flag-staff of Yaroslavl Re-gion. If the flag of Yaroslavl Region hoisted on a mast, it lowers up to half-mast.
Article 13. A simultaneous raising of a State flag of Russian Federation and flag of Yaroslavl Region carries out according to the federal legislation.
Article 14. The Flag of Yaroslavl Region and the separate elements of the arms of Yaroslavl Region may be used in enterprise activity by organizations and citizens if they have a consent of Council on heraldry.
Article 15. Organizations and citizens using the arms and the flag of Yaroslavl Region in enterprise activity must pay. The payment is defined with the contract on their use concluded between organizations, citizens and Administration of Yaroslavl Region.
Article 16. The order of granting of the right of use the flag of Yaroslavl Region and separate elements of the arms of Yaroslavl Region in enterprise activity is defined by the Order of the Governor of Yaroslavl Region.
Article 17. The arms and flags of municipal formations of Yaroslavl Region, public associations, organizations (irrespective of their legal form and form of the property) maycan not be identical to the arms and flag of Yaroslavl Region.
The arms (separate elements of the arms) of Yaroslavl Region may be used as a basis of the arms of municipal formations of the Yaroslavl Region. The arms (separate elements of the arms) of Yaroslavl Region may not be used as a basis of the arms of public associations and organizations irrespective of their legal form and form of the ownership.
The flag of the Yaroslavl Region can not be used as basis of flags of municipal formations, public associations, organizations irrespective of their legal form and form of ownership.
Article18. The coat of arms of Yaroslavl Region can not be used in enterprise activity
Article 19. The reproduction and use of the arms of the Yaroslavl Region, flag of the Yaroslavl Region and their separate elements which have been not stipulated by the present Law is forbidden.
Article 20. The control of appropriate reproduction and use of the arms (separate elements of the arms) and the flag of Yaroslavl Region (according to the current legislation), and also behind observance of restrictions of reproduction and use of the arms (separate elements of the arms) and the flag of Yaroslavl Region is carried out by the Council on Heraldry at the Governor of Yaroslavl Region.
Article 21. Persons guilty of fulfilment of illegal actions concerning the arms and the flag of Yaroslavl Region (including violation of it) bear responsibility according to the working legislation.
Article 22. The Law inures next day after publication.
Article 23. Bodies of state authority of Yaroslavl Region must to result the legal acts in conformity with the present Law in bi-monthly term from the official publication of the Law.
Article 24. The reproduction of the arms of Yaroslavl Region in cases stipulated by the paragraphs 6, 7, 8 parts 1 article 4 of present Law, is necessary after the expiration of six months from the date of its coming into force.
Article 25. Seals of bodies of state authority of Yaroslavl Region (and also other bodies and organizations of the Yaroslavl Region allocated with state power) must have the image of state arms of Russian Federation according to the Federal constitutional law “On State Coat of Arms of Russian Federation”.
