The flag is a (as usual of late) stylization of the arms, which are
shown on line,
and consists of a 1:2 horizontal tricolor of unequal stripes: light blue
(3/4ths of the flag’s height), white (1/20ths), and green (1/5th);
centered on the light blue stripe a large stylized diamond, from the key
ornament of the arms; on the green stripe two other sylized diamonds (each
made from four tiled squares set in cross); all these charges in white.
The overall design and colors match those of the yakut
flag. The official web image is in dark blue, much darker than the coat of
arms, though the text says clearly "goluboĭ"; the official web
image is also about 3:4, while the text gives 1:2. A very nice flag,
anyway.

but this flag is identified there only as «city flag». I suppose
that it amounts to the same, as a m.o.r. ammalgamates what was previously
in Russia (and in the Soviet
Union) two separate administrations — g.r.p. (city) and county
(if I fully understand this fairly new concept).
