About the flags

The flags are intended to represent not only the staffs, but each of the Army weapons: General Staff, Land Forces, Air Force and Navy. I couldn't find the exact date of adoption of these flags, but they were introduced in early 2000s. The flags of the Land Forces, Air Force and Navy share a similar pattern:

A rectangular 2:3 flag, with the color of the weapon. In the corners there is the weapon sign, both on obverse and reverse (except the General Staff's flag, see below). In the middle, on obverse is the emblem of the weapon's staff, with four golden five-pointed stars under it, and on reverse the icon of the patron saint with his name underneath.

The emblem consists of an eagle Or, beak and legs Gules, with a cross Or in its beak, holding a handful of forked lightnings Azure in its claws (the Lightnings of Zeus). The eagle sits above a laurel branch (on dexter) and an oak branch (on senester), both Vert, united trough a scroll Argent, with the name of the respective staff on it. The eagle holds on its chest a shield with the weapon color and sign.
These flags are mostly used on ceremonial occasions. Otherwise, I've seen them displayed on the meetings of the Supreme Council of National Defense of Romania.

Flag of the General Staff

The flag is light yellow. On obverse, in the corners, are the weapon signs of the General Staff (upper hoist), Land Forces (lower hoist), Air Force (lower fly) and Navy (upper fly). On reverse there are no signs in the corners, but the icons of the three patron saints: Saint George slaying the dragon (hoist), Virgin Mary (middle) and Saint Elijah (fly), without any names below. The weapon sign of the General Staff are two crossed swords, an anchor and two united wings combined. The shield on the eagle's chest holding this sign has three bars: sky blue, red and marine blue.

The weapon sign of the Land Forces are two crossed swords, the weapon color is red and the patron is Saint George slaying the dragon.

Flag of the Air Force Staff

The weapon sign of the Air Force are two wings united trough an airplane propeller (the aviation), a rocket and a canon crossed in the middle, behind the wings (the rocket units and anti-aerial artillery), and a radar below (the radiolocation). The weapon color is sky blue and the patron is Saint Elijah.
