Situated near Asunción, the Departamento Central is the smallest department but
the most populated in Paraguay (2465 km˛, 1,400,000 inh.).

According to the site www.tavambae.org.py, the flag was modified with the Ordenanza
Nr. 4/99 de la Junta Departamental of 11th of june (year?), on proposal of the
Governor.
So there must have been a previous flag, but we have no clue about wat it was:
maybe this "modification" was a change in the number of stars, since they stand for the number of municipalities (19).
The colours of the flag are red, white and blue like the ones of the national flag of Paraguay. According to this website, red stands for justice, white for peace and blue for freedom.
The same Decreto asks for the flag to be flown on all public institutions in
Departamento Central.
