Here it is a translation of the flag description and official symbolism:
"Three colors represent the department of Itapua: the green one of the Hope,
the white of Peace and the red one of Work.
The green stripe: it is the color that represents our agricultural wealth in
its different headings, the soybean, the grass kills, the wheat, the rice,
etc, our mounts and forests, that as a whole qualifying our Departement as
the barn of the country.
The white stripe: in greater dimensions than the others. It represents
peace, the laborious and pacific spirit and of the inhabitants.
The red stripe: in same dimensions as the green stripe, represents our red
earth, like product of the force and the power of our people, the one that
in amalgam of races and culture, work and tenacity construct day after day
the greatness of our department."

[This previously reported flag was found in www.itacom.com.py]. The original link given as a source [http://www.itacom.com.py/itacom/itapua.html] does not work anymore, but the page can still be seen at:

But, at:
http://www.itapua.gov.py/departamento/simb.php
the flag of Itapúa does not look the same. The stripes are not wavy, the white stripe is a bit larger (which is told in the description), and the coat-of-arms is in the middle of the white stripe [see above].
What is surprising is that the description given on www.itapua.gov.py
is somewhat the same as the one we could read at www.itacom.com.py some
years ago.
