The website of Concepcion department is not reachable anymore. But,on

The top banner of the website showed paraguayan national colors (red white
blue) with the departamental coat-of-arms in the middle.
I found too a picture of the governor with her sash: blue-red-white unequal
stripes with departamental coat-of-arms.
Finally I found several pictures with two flags: the national one, and an
unknown one, diagonally divided blue over red, with a coat-of-arms in the
middle. It appears on several occasions, such as the opening ceremony of the
departmental website.
It looks like it is the flag of Concepcion department, but since nothing is sure, I send my unprecise rendition.

This flag design (diagonally divided blue over red with coat of arms in the middle) has been seen on serveral pictures of official departmental
ceremonies on Concepcion website. Since it probably is the department's
flag, the appropriate coat-of-arms has been pictured on this drawing, but no
picture was precise enough to let us know if this interpretation is
accurate. This drawing is the representation of the supposed Concepcion
departmental flag, waiting for confirmation.
