Elbląg county

Elbląg county (Powiat Elbląski), Warminsko-mazurskie vojvodship, consists of the communes (gminy) Elbląg commune, Godkowo, Gronowo Elbląskie, Markusy, Milejewo, Młynary, Pasłęk, Rychliki, Tolkmicko.
Elbląg city is a separate county, no part of Elbląg county.

Here is the flag of Elblag county, Warminsko-mazurskie vojvodship (NE Poland). It has been seen by Chrystian Kretowicz, based on a resolution made on 6 February 2008.
The Statut (with the addendum displaying the  Coat of Arms and the flag) is available here, but they made it very cumbersome to get to the actual text of the statut. (Chris' words). The Coat of Arms is displayed at the county website. The Powiat Elblag didn't adopt a separate law about flag and arms. The symbols were defined in the Statutes of 26 September 2003:
Uchwala Nr VIII/72/03 Rady Powiatu w Elblagu z dnia 26 wrzesnia 2003 roku w sprawie ustanowienia herbu i flagi powiatu oraz zmian w Statucie Powiatu Elblaskiego.

Flagdescription: red, in center the image of the county arms.
Coat of Arms: gules a koff or with sail argent and an inescutcheon per fess argent and gules, two crosses formy countercharged.

Both the koff and the inescutcheon remind of medieval times when Elblag city (German: Elbing) was an important Hanseatic city.
