Tonight I found the site of Starogard Gdański at this website, with a Coat of Arms matching the one on a yellow field and typical Polish proportions - so: here is the Starogard Gdanski city flag - Starogard Gdanski county in Pomorskie vojvodship (Old German name: Preussisch Stargard).
Jarig Bakker, 14 Dec 2002

Starogard Gdański - urban commune, Starogard County, Pomorskie Voivodship - Kashubian name: Starogarda; German name: Preußisch Stargard.
Starogard Gdański (meaning approximately "Old Town of Gdańsk" is a town in Eastern Pomerania in northwestern Poland with 48,328 inhabitants (2004). It is 50 km from the Tricity (Polish: Trójmiasto) agglomeration on the coast of Gdańsk Bay.
Starogard is the biggest city of the region called Kociewie and is populated by Kocievians.
First mentioned in 1198 (Starigrod) in the document of Pommeranian Prince Grzymislaw offering it to the Knights of St.John.
In 1339, the Teutonic Knights grant the Coat of Arms to the town and in 1348 the city rights (chełmińskie prawo miejskie).
In 1466 the town (with Royal Prussia) is returned to Poland.
In 1655 the town is occupied and looted by the Swedes.
In 1772 it is included in the Prussian zone of partition of Poland.
On January 1920 troops of Gen.Józef Haller take the town and it is incorporated into Polish Second Republic.
1939-45 - German occupation: mass executions of over 7,000 people including the patients of the mental health hospital.
In 1950, to the name Starogard , "Gdański" was added.
In August 1980 workers of the city joined the "Solidarity" movement and went on strike.

Arms were granted by the Teutonic Knights in 1339 and remained unchanged to this day.
Officially re-adopted (together with the flag) in 1998.
Confirmed on February 12, 2003 (resolution # V/41/2003) and re-confirmed on March 26, 2008 (resolution # XX/189/2008).

"Arms: on the red shield gold crown of four lilies with the cross raising in its middle. Below, separated by the gold bar, is the Maltese cross in gold.

Flag: on the rectangular field in the dimensions: 1200 mm by 700 mm, white or gold, the Arms are placed centrally.
(NB: although the law is prescribing colors white or gold for the flag, in practice, the flag is always of gold (yellow) color).

There is also so-called "Jubilee Flag" used.
Under the Arms is a legend "STAROGARD GDAÑSKI" in black letters and three dates "1198-1348-1998" which stand for:
* first mention
* city rights
* 650 Anniversary."
