The Commune's "Statut" of 2003 proclaims: "The Arms Of the Nowa Ruda
Commune are those of the City of Nowa Ruda
- yellow tree stump on a red Roman shield - with the addition of 16 yellow
leaves, which symbolize the 16 villages forming the Commune.
The colors of the Commune are yellow and red.
The flag, which is rectangular, is divided vertically into three bands:
these on the sides are yellow and narrower, the middle band is red and
wider.
In the center of the red band the Arms are placed without the shield."
