Pilawa Górna City (urban commune), Dzierzoniow County, Dolnoslaskie Voivodship - former German name: (Ober, Nieder) Peilau, Gnadenfrei.

Good news! - the new flag and arms are coming, or are already in place. The announcement of the City-Commune Council is stating there should be no problems with the approval of proper authorities of the new symbols as it was consulted with the Heraldic and Vexillological Institute in advance of submission. The new insignias were supposed to be adopted by the City/Commune Council at the session late in 2007.
The available text of the "Statut" (amended in 2003) still describes the old symbols, adopted in 1979.
Flag: three horizontal stripes of black and red, proportioned 1:8:1; in center the (new) city arms.

The Council agreed that the 1979 symbols have nothing to do with the Silesian history and were contrary to the heraldic standards and rules. The new Coat of Arms features the Silesian eagle (half-eagle actually) and three benches commemorating the meeting of the three, waring, Silesian Princes in XIV century to make peace and declare the truce among them. They were the rulers of the principalities of Swidnik, Ziebice and Brzeg in the time when Silesia was still a part of Regnum Polonić.

Description: tierced per pall reversed, dexter vert three couped pallets or, sinister sable three bendlets or, in base gules three bendlets sinister.
A "pall" is a 'Y' shaped charge which is generally shown upright in heraldry, and "reversed" in heraldic terminology means upside down so a 'reversed pall' it most certainly is.
