Santo Toribio flag

The flag of the District Municipality of Santo Toribia, in the Province of Huaylas, in Department of Ancash, Peru is shown in the official website (see detail).
Valentin Poposki, 20 Aug 2006

The flag is white with a red nine-rayed sunburst issuant from the bottom and a green cross couped centered above it. From the web image of the district coat of arms, we can infer that the flag is unrelated to it, using none of its (plentiful) symbolism.

I’d expect this town to be named "San Toribio" instead, as usual for saint names starting with a consonant.
