According to http://statutes.agc.gov.sg/non_version/cgi-bin/cgi_getdata.pl?actno=1929-REVED-170&doctitle=MALAYSIA%20REVENUE%20VESSELS%20ACT%0A&date=latest&method=part&segid=888373042-000052 the flag is a "marine or light blue flag the length of which is 1½ times the breadth, having 3 stripes side by side running diagonally from the upper tack corner to the lower fly corner. The colours of the stripes are white on the top, black in the centre and yellow at the bottom. The breadth of each stripe is one-tenth of the length of the flag." This flag was part of the legislation Malaysia Revenue Vessels Act, which was first passed in May 3rd of 1929.

Interestingly, the corporate flash colour order as appearing on Malaysian Customs vessels does not seem to correspond to the Preventive Flag specifications like that described above. On both the starboard and port sides of a Customs vessel itself, seen from the hyperlinks below, the stripe order from top to bottom is yellow-black-white:

Could be an error on the Singapore side, or a change by the Malaysian authorities perhaps.

From looking at the image, I have provided here another drawing with the colors reversed. All the regulation said is that white was on top and did not say what order the strips should be in.
