The Album 2000 [pay00] says:

Civil Ensign. ---/C-- 2:3

Red flag with green pentagram in the middle and yellow crown in canton. The pentagram is shown larger then in the national flag, no question because of the visibility issues. The crown is stylized just as on the naval ensign. This flag is somewhat similar to the previously used naval ensign — differ in the size of the star and stylization of the crown (former naval ensign had the crown more elaborate, just as in the coat of arms).

According to an official plate sent to me by the Moroccan Royal Navy, this is the civil ensign — the crown is of a simpler design.

I saw on TV footage shot in Morocco (about a Croatian sailing adventurer on sailship Cigra). Many ships in Tangier were shown, mostly the fishing boats. Most of these indeed have flag similar to civil ensign above. The difference is that the ratio is hardly ste to anything (mostly due to weather conditions the ensigns are more square then should be). The pentagram apeared to be much bigger in all ensigns, almost as big to touch the edges (hight say 80% of hoist). The yellow crown is indeed stylized in different ways in each single ensign shown.

Last week, in Rotterdam harbour, I saw an obviously non-military ship from Tangiers (Morocco) showing the flag with one crown in canton at it’s stern. But in the recent past I also saw a civil Moroccan ship showing the national flag — plain red with green star.

Smith (both [smi75b] and [smi80]) gives the version with one crown in canton as naval ensign, and civil ensign is supposed to be the same as the national flag. However, the shape of the crown given in Smith is quite different more similar to the crown that is on the top of the state arms.

The war ensign included a crown in canton. However, in early 1990’s a new set of ensigns was introduced.

Government ensign?

I think a separate Moroccan government ensign (---/-S-) does not exist.

But government owned vessels certainly hoist something. I would guess the same design as civil ensign.
