"City flag approved October 28,1938
- Law about city flag of Jelgava (Valdības Vēstnesis nr. 247)
1. City of Jelgava have their own flag. It is divided in two equal parts: above dark blue, below - red; in center coat of arms of Jelgava city.
2. Private persons and organizations are forbidden to use picture of flag of Jelgava city, with or without coat of arms, in flags or badges of societies. In allother circumstances private persons and organizations can use picture of city flag or its imitation with permission of city council.
3. Other rules concerning use of flag in institutions of Jelgava city are developed in Jelgava city council and approved in Ministry of Internal Affairs.
