The flag is according to my personal observation from the flag show of Mindaugas coronation 750th anniversary. The coat of arms is drawn according to image from the book: The Heraldry of Lithuania.

Flag proportions 1:2, fringe is silver, finial is a golden tip with ornament of oak leaf and red and silver bands having silver tufts, staff is white. The arms symbolizes fortitude. Also it is associated with the name of town, which originates from the word "silas" ("boscage"), and with oaks protected around the town.
