Overview

Flag and coat of arms of Siauliai (Siauliai county - Siauliu apskritis). The flag is drawn according to my personal observation from the flag show of Mindaugas coronation 750th anniversary. The coat of arms is drawn according to image from the book: The Heraldry of Lithuania.

The City of Siauliai in Lithuania seems to has two flags. One is above, but in ratio of 4:5. The other one is the flag of the City Administration (?) and is white with city coat of arms in its center is at <www.siauliai.lt>.

On Omaha’s Flag Wall there is the flag of sister city Siauliai, Lithuania. If the theory holds that the above is simply the city’s, and the lower one is the flag of the City Administration, we see that Omaha was given the more elaborate version. 
As stated by Ralf Hartemink on his site, International Civic Heraldry, the bear represents the Duchy of Samogitia and the calf, the House of Poniatowski; the sun-in-a-triangle has replaced the Eye of Providence.  The current arms “were officially granted on August 30, 1991. The newer great (my emphasis, jm) arms were granted on September 7, 2001.

Siauliai city - Field divided per fess 17-10 and upper per pale, upper 1st canton on red sinister faced black bear with white arms and collar, 2nd canton on blue golden Eye of Providence, lower on white a red calf. Flag proportions 4:5, finial is silver tip, staff is mahogany. The charges of arms granted in 1791: the bear means Samogitia, the Providence eye means Four years parliament, and the red calf comes from the family arms of the grantor King Stanislaus August Poniatowski.
The flag guessed above as "City Administration flag" is First Representational Armorial Flag.

Siauliai city first representational - on white field the greater arms of Siauliai city. Flag proportions 2:3, free edges bordered with tight golden strip, finial is golden knob with silver bands having golden tufts. Actually this is the indoor flag of city itself, not only of administration, and it is officially called "First representational armorial flag of Siauliai city". This flag is used for representational purposes and solemnity (mayor's written allowance is required for each case), i.e. as the greater flag of city. The "simplified" version of this flag without bands can be used for wider representational purposes.
