At a private website on the
Republic of Korea, flags and symbols
is a map of both Koreas showing the current subdivisions of South Korea and
the pre-war subdivisions of North Korea (or so it seems), plus flags
to go with them:
Pyeonganbuk (P'yônganbuk): Dark blue with tiger, wreath and lettering.
Pyeongannam (P'yôngannam): Reddish brown with green triangle on
white/golden cogwheel and lettering.
Hamgyeongbuk (Hamgyôngbuk): Reddish brown with mountain lake, wreath
and lettering.
Hamgyeongnam (Hamgyôngnam): Purple with white stylized chrysantemum
and lettering.
Hwanghae : Yellow over blue horizontally, with golden stylized
chrysantemum and lettering.

These flags seem to ultimately come from the website of a South Korean (ROK) governmental institution
or organisation. My guess would be that even the ROK never intended these as flags to be used
by the provinces (in a future reunified Korea), but that they are simply "dominhoe" banners,
used by ROK-endorsed associations for ROK citizens who originally come from the respective
North Korean provinces. If they were Democratic Peoples Republic of Korea (DPRK) flags, they would not
use Chinese characters and would probably include DPRK symbols.
