The city emblem was adopted on October 1st 1958 but has no flag law. It is a white flag charged with blue city emblem in the center. The flag proportions are 2:3
The city emblem is composed of a stylized kanji 大 O and
katakana ツ TSU. 大 forms the flying bird and ツ represents scenic Lake Biwa-ko.
The two characters symbolize the progress and development of
an international culture tourist city.
