The city emblem was adopted on March 4th 1908 by the Municipal Notice No 10 but there is no flag law.
A green flag charged with white city emblem in the center. The flag proportions are 2:3.
The port symbol anchor and kanji v GO=five in the center represent Niigata is one of five open ports appointed by Trade Treaty in 1858 (Ansei 5).
