The "City outline" page, which tells us that the emblem was established following the creation of the municipal government on 1 September 1917.

I did not find an explanation of the emblem, however it looks to me like stylised kanji hachi 八 (eight) forming a circle with o 王 (king) in the centre. I don't see the last character 子, although Nozomi seems to imply that it is there.
