The flag was seen in use at a meeting of several nations and international organizations, as reported by Associated Press at the 1998 Durban Conference. It was identified by J.L. Cepero
According to
http://en.wikipedia.org/wiki/Non-Aligned_Movement, this is the logo of the
NAM's 1998 Durban conference; another summit logo
(2009, Sharm El Sheikh) is shown at
http://en.wikipedia.org/wiki/File:NAM_Identificador.jpg.
I don't know if either of these were used on flags,
but neither appears to have been the
flag of the NAM.
