Description

Local Council Kisra-Sumei (usually called Kisra-Sami'a) is situated in a mountain area of the Western Galilee region, south of Ma'alot. It was founded in 1991 by joining two villages following the disolvement of Regional Council Merkaz HaGalil (Central Galilee). Pop. 5,200 of which 80% Druze, 18% Christians and 2% Muslims.
I was told that in case a flag is needed an emblem on white is used. When I visited Kisra-Sumei on 19 September 2001 no flag was spotted. The municipal emblem was published in the official gazette (Rashumot, Yalkut HaPirsumim), YP 4558, 17 August 1997.
When I re-visited Kisra-Sumei on 8 October 2001 the flag was hanging proudly above the city hall, together with the national and Druze flags. It is indeed a blue monochrome emblem on a white flag with blue borders.

This Local Council is a unification of two Druze villages which are about 4 kms. apart. Not much is known of the origin of both villages. It is presumed that Kisra got is name from the Persian King Xerxes or come from castle (or czstler). The Druze probably arrived from Lebanon during the Ottoman era and British mandate.
Sumei was a very small village with 400 souls during the Mandate era and its has similar background. Together they have population of 6,000.
