In my visit, I was able to confirm the report, Note that the inscriptions in the image are a bit different from its actual position on the flag.

Kuseife was established in 1982 in order to give residential solution to Bedouins that were evacuated from the area of Tel Malkhata (Tel El-Malakh) due of the building of an airport (Nevatim AFB) in this site. Pop 8,400 (2003) all Moslems Bedouins, with few thousands more at the outskirt of this Local Council. in "unrecognized" settlements.
The white flag charged with the emblem can be vaguely seen on the city hall (same one that I visit) here.
