I have seen the flag flying from the RCSI in St. Stephen's Green, Dublin. It
is a banner of their arms, granted in 1907: Argent, on a Saltire Gules a dexter
Hand appaumée fessewise couped at the wrist proper, on a Chief Ermine a Harp
crowned between two Fleams Or.
The full achievement also includes a crest and supporters:
Crest:- On a wreath of the colours, an Eagle preying on a Serpent proper.
Supporters:- Two Irish Elks, each gorged with a Chaplet of Shamrocks all proper.
Motto: - Consilio Manuque.
Granted by Sir Arthur Vicars, Ulster King of Arms, 20th March 1907.

The Royal College of Surgeons in Ireland was incorporated by Charter on 11th
February 1784, Previously, surgeons had formed part of the Company of
Barber-Surgeons of Dublin. By this charter the College was empowered to control
the practice of surgery and provide surgical education in Ireland. In 1977 the
RCSI become one of the recognised colleges of the National University of
Ireland.
The motto can be translated as "Scholarship and Dexterity".
