Overview

Every district has the right (according to the constitution) to have its own emblems, that are Coat of Arms and flags. Only the flags of the XVIth district are known for the moment.

The 23 district use their name in different forms. For example:
Budavári Önkormányzat (Bp I.)
Budapest Főváros II. kerület Önkormányzata (Bp II.)
Óbuda-Békásmegyer Önkormányzata (Bp III.)
Budapest IV. kerület Újpest (Bp IV.)
Belváros-Lipótváros Önkormányzata (Bp V.)

Főváros means Capital, kerület means district and Önkormányzat means Community

If I am not much mistaken, all of the Budapest district flags shown on exhibition include the Coat of Arms.

I have a photo about XXII district flag without Coat of Arms flying on the City Hall... I think some district has got common (without) and ceremonical (with Coat of Arms) flags. (e.g. II, XVI, XX districts).

As you have already noted, it seems that the districts use more then one version of the flag - variations with and without the CoA are common, as well as the variations for horizontal and vertical hoisting.
