Overview

The community of Pokupsko is in the Zagreb County, in its very south, as it name clearly indicate in the region near the Kupa river, some 50 km south of Zagreb, total about 2,500 inhabitants, the village of the same name being only with 260 inhabitants. The community encompasses 14 villages on the left bank of Kupa. The area of the community was part of the city of Zagreb until 1995.
The coat of arms of the community is shown on their web site where it is also briefly described. There is no indication weather it is officially adopted and weather it received approval from the central authorities, but in any case it is used on a blue flag as may be seen here.
It may be blazoned: azure a church argent roofed gules behind the walls with two corner towers also argent roofed gules each topped with a white flag. In cheif a mullet and a crescent or and in base a barrulet wavy argent.
The church shown is the church in Pokupsko dedicated to the Ascension of the Blessed Virgin Mary, formerly being known as the Church of St. Ladislas. It may be that this is based on some previous seal of the community. The wavy line represents the Kupa River, of course.
The flag is blue with the coat of arms in the middle bordered yellow.
There is no indication of a ceremonial flag, and possibly there is none, as this appears not to be coat of arms designed by the Heraldic Art company.

The new 2009 statuts (Statut Opcine Pokupsko, 27.07.2009, Glasnik Zagrebacke županije, br. 19/2009, 29.07.2009) describes the coat of arms and the flag as we have it reported above. The previous Statutes of 2001 is not available on line. The coat of arms description mentions the oak leaves "plume" around the shield, as may be seen on the wall depiction of the coat of arms on this photo although obviously this "plume" is not present on the flag (although the literal reading of the legal text might suggest otherwise), as may be seen at <www.pokupsko.hr>.
The description of the flag also mentions "yellow edge" which should be interpret as fringe rather then flag border (and which is apparently not present on the flag on the abovementioned photo).Source: Official gazette.
