Overview

The hawk (jastrijeb) that gave name to the city has found its place on the Coat of Arms too. The city's name is often shortened to Jaska, the practice used already in middle age.

Previously I reported a flag of light blue with the Coat of Arms. I have not noted the date of this observation, but it must have been in 1996 or so. However, it seems that nowdays the flag used is drak blue with the Coat of Arms of light blue field bordered yellow. I do not suppose that there is any legislative change connected with it and it may simply be matter of manufacturer.

The decision: Odluka o grbu i zastavi grada Jastrebarskog, Službeni vjesnik grada Jastrebarskog, broj 5/94 i 2/96 (missing text), adopting the symbols (and 1996 amendemnts to it) are refered to in the next decision.
The decision: Odluka o davanju odobrenja uporabe grba grada Jastrebarskog, 6. lipnja 2006, Službeni vjesnik grada Jastrebarskog, broj 2/2006, 30. lipnja 2006 at <www.jastrebarsko.hr>, grants the right to use the Coat of Arms of Jastrebarsko to a roller club to be used on their sports uniforms.

I received the texts of the 1994 and 1996 decisions, so I provide full quoting: Odluka o grbu i zastavi Opcine Jastrebarsko, 24.10.1994, Službeni vjesnik opcina: Jastrebarsko, Klinca Sela, Krešic, Pisarovina i Sošice, br. 5/94, 25.10.1994.
The blazon describes the historical Coat of Arms of Jastrebarsko so: azure a hawk or looking to dexter. The flag is blue with the coat of arms in the middle so that the figure looks towards the hoist. Ratio 1:2. Therefore, the description of the flag does not mention the yellow outline of the Coat of Arms, although I believe that it was always there and it certainly is in the flags in use. However, it is refreshing to see that the orientation of the bird in the flag is described as it is vexillologically proper looking towards the hoist (therefore also defining reverse properly) - most of descriptions in municipal flags in the decision ignore the matter altogether.
The decision: Odluka o izmjeni Odluke o grbu i zastavi Opcine Jastrebarsko, 23.01.1996, Službeni vjesnik Grada Jastrebarsko, br. 2/96, 24.01.1996, has only three articles, two determinations and the third setting the validity prescriptions (being standard contents of decisions). The first article determines changes in penalty fees for misuse of the symbols, while the second article determines that the terms "community" and cognate are replaced throughout the 1994 decision with term "city" and cognate - because in the mean time Jastrebarsko was granted city status in 1995.

The new 2009 Statutes include the description of the Coat of Arms and the flag. This may be simple repetirion from the previous statutes of 2001 and prior, but I haven't located their full text yet: Statut Grada Jastrebarskog, 21.07.2009, Službeni vjesnik Grada Jastrebarskog, br. 7/2009, 23.07.2009.
Anyway, soon after the adoption o fthe new Statutes, changing the prerogatives of the city mayor, a new decision on the Coat of Arms and the flag was adopted, also differing from the previous virtually only in these responsibilities of the mayor, and certainly not in the design of the symbols: Odluka o grbu i zastavi Grada Jastrebarskog, 20.08.2009, Službeni vjesnik Grada Jastrebarskog, br. 8/2009, 27.08.2009.
Besides that, several decisions granting the use of the Coat of Arms to various users were published in the official gazettes 2/2006, 7/2006 and 3/2009.
