Novi Marof changed its flag for some reason, however, I can
confirm that two different flag has been hoisted on the city hall
in Novi Marof as I photographed them, one in April 2001 and the
new one in April 2003. The old flag was white with the coat of
arms in the middle, and the new is exactly the same but on the
yellow filed instead (also the city name road signs including
coat of arms were changed from white to yellow in the same time).
The flag hoisted 2001 was not "whitewashed" by the
weatehr conditions, since the coat of arms was in well preserved
colours.

The new 2009 Statutes is well silent on the descrption o fthe
coat of arms and the flag (leaving it for a separate decision),
however, the city
web site now includes the full text of the 1998 decision on
the city coat of arms and the flag: Odluka o opisu i uporabi grba
i zastave Grada Novog Marofa, 30.03.1998, Slubeni vjesnik
Varadinske upanije, br. 5/1998.
This decision already prescribes the yellow flag with the coat of
arms, as used today. Therefore the flag that I have reported in
use still in 2001 being white with the same coat of arms is still
a mystery. The 1998 decision invalidates previous decisions of
the former Community of Novi Marof (gazettes 10/94, 5/95 and
9/95), which might have been prescribing a white flag, but this
is only my speculation so far.
