Overview

The coat of arms of Ivanec is Argent, a Maltese (or eight-pointed) cross Gules, and in chief two Mullets Azure. The Maltese cross that is the symbols of the knights of the Order of St. John might have something to do with the place-name Ivanec (name Ivan being equal to John). The vertical table flag conatins the name inscribed in arc below the coat of arms. Until 1997 Ivanec had the status of a community. Adopted: around 1997 (?).

In the mean time I located the Statutes from the official gazette at <www.glasnik.hr> and official Ivanec site at <www.ivanec.hr>. The coat of arms and the flag are described in the new Statutes: Statut Grada Ivanca, 14.11.2001, Službeni vjesnik Varaždinske županije, br. 24/01.
Though they must have been adopted earlier then that. To paraphrase what I wrote in 2000: The coat of arms of Ivanec is Argent, a Maltese cross Gules, and in chief two Mullets Azure. The Maltese cross is the symbols of the knights of the Order of St. John (Maltese knights), who maintained their fort near the modern city and after whom the city is named (Ivan being equal to John). The vertical table flag conatins the name inscribed in arc below the coat of arms, as seen on table flags on the flagmakers site <www.valentino.hr> in Auguts 200 .
The coat of arms is shown apparently always in gray to represent silver, and the shield shape is that of 11th century, so called Norman shape, as was presumably used by the Knights. They established Ivanec in 1369.

At the city web site there is now a list of all valid decisions, including those regarding the coat of arms and the flag:
- Odluka o grbu i zastavi opcine Ivanec, 13. lipnja 1996.
- Odluka o izmjenama i dopunama Odluke o grbu i zastavi opcine Ivanec, 12. prosinca 1996.
This provides us with the date of adoption of the coat of arms and the flag - 13 June 1996.
The second decision changes the description of the coat of arms and the flag, but only in attampt to make it more heraldical (probably after the reception of the approval from the Ministry of Administartion or after their suggestion).  
The flag is blue with the coat of arms in the middle.
The protocolar rules of the city (Pravila o protokolu Grada Ivanca (06/08)), determine various celebrations and commemorations etc.
It is interesting to note the parts regarding the flying of flags around the city and elsewhere, and especially the determination who is responsible for hoisting and lowering of them, and who shall provide for replacement of those when they deteriorate etc.

The new 2009 Statutes do not include the description of the coat of arms and the flag, unlike the previous 2001 Statutes.
