upanja is a city in the Vukovar-Srijem County, 15,000
inhabitants, 12,000 in the city itself. It is located 30 km
southwest of Vukovar, on the Sava river.
The emblems were adopted around 1995, highly probable without the
approval of the Ministry of Administration.
The coat of arms of upanja is quartered in three, the first
one with the Croatian chequy field with the Church of Martirdom
of St. Jonh the Baptist, the second white with a yellow and green
oak leaf between two stumps. The base is divided with the tripple
wattle, the blue field with the golden plogh and issuning from
the bottom the golden ornament from the folk costumes. In the
blue ribbon above is white inscription of the name of the city.
Drawing, especially of the ornament is the base is
"impresionistic" as I was working from a rather poor
original.
The church was built in 1800 on he spot of the previous wooden
church. The stump (Croatian panj) are canting for the
city name, after the stumps left there after the clearing of the
oak woods to make space for the city in 17th century.
The flag is white and light-blue bicolour vertically hoisted with
the coat of arms set slightly towards the top.

I managed to get a copy of an article on the flags in the
Vukovar-Srijem County [sal95].
Regarding the city of upanja, the decision adopting the
coat of arms on 30 June 1993: Odluka o grbu i zastavi grada
upanje, 30. lipnja 1993, Slubeni vjesnik, br. 5, 24.
studenog 1993.
The coat of arms and the flag were designed by Ivan Herman, an
academic painter from upanja. The flag dimensions are
100x200 cm. The coat of arms is 50 cm from top, in dimensions
50x30 cm, being 35 cm from each vertical edge.

The new version of the statutes of 2009: Statut Grada

The new Statutes flag description differs in a details from the
1993 decision (I haven't noticed if the difference appeared in
the 2001 Statutes) namely in the part where the dimesnions of the
coat of arms in the flag are prescribed. I suspect it may be a
copying typo, but maybe they had another thought?
Certainly the new geometric prescription does not add up...
Namely, the 1993 decision prescribes the flag of 100 cm ×200 cm
with the coat of arms 50 cm high and 30 cm wide, removed from the
top 50 cm and from each side 35 cm.
The 2009 Statutes has the same wording except in the part
regarding the coat of arms dimensions where its is stated that it
should be "50 cm high and wide" and yet removed 35 cm
from each of the long side (this would add up to 120 cm, but it
is clearly stated that the width is 100 cm) - I would suspect
simple "loosing" of one number in the text by omission,
but actually in the Croatian text the number "50 cm" is
omitted and where "30 cm" should be it is snow set
"50 cm" - still it could be simple typing error, and I
believe it is.
The horizontal version of the flag is not
prescribed, but in some occasions it is obviously used - as on
these photos: here
(unfortunately the coat of arms is not visible here) and here
where, opposite to what we may expect, the blue stripe is used
over the white (and the coat of arms is rotated as for vertical
hoisting, it is not a second layout).
As reported in the minutes
of the 13th city council session held on 18 April 2007, the
council discussed on the decision of the coat of arms and the
flag. However, it s not said anything more, I suspect it may be
regarding the adoption of some new symbols, as these are far from
conforming with the state regulation regarding the city symbols.

Motorcycle club "Zupanja" was founded in the year
2005 with the purpose of gathering motorcycle owners and fans,
developing cooperation with similar organizations in Croatia and
worldwide, publishing publications, printings and souvenirs
regarding the organization's activities, organizing meetings,
theme exhibits and participating on various counseling regarding
motorcycles maintenance.
