Overview

Selca is a community in the Split and Dalmatia County on the eastern end of the island of Brac, off the coat of Makarska, with somewhat less the 2,500 inhabitants, some over 1,000 in the small town of the same name. The symbols were adopted by the community at some point by the decision ("Odluka o izgledu i uporabi grba i zastave Opcine Selca", as cited, without reference to date and issue, in the following act), and was then on 2 June 2005 appoved by the Central State Office for Administartion with its act Kl. UP/I-017-01/04-01/67 Urbr. 515-10/06- 05-4, 2. lipnja 2005.
The coat of arms is azure a hoe and a hammer both or in saltire infront of an anchor argent. The anchor is a clear reference to maritime traditions, the hoe to the agriculture that was main source of living in the island while the hammer represents the stone-mason's hammers - namely Brac is the source of the most valued white stone, that is traditionally mined in the island even since the pre-Roman times.
The flag is blue with the coat of arms bordered yellow in the middle. The ceremonial flag is not mentioned in the act of the Office (as usual), it is a blue gonfalon ending triangularly with godlen fringe with the golden brodered coat of arms in the middle, inscribed name of the community above and the branches of olive and vine below.
Information provided by Nikša pl. Kušcic from the island of Brac.

Coat of Arms and flag designed by Heraldic Art d.o.o from Rijeka and approved by the Ministry of Administration/Central State Office for Administration before 2006.

The official gazettes are available at the community web site, those relevant for us being: here and here.
The decision on the Coat of Arms and flag was Odluka o donošenju grba i zastave Opcine Selca, 22.11.2004. Službeni glasnik Opcine Selca, br. 4/2004, 7.12.2004., str. 8-9.
The decision adopts the Coat of Arms, the flag and the gonfalon, naming the designer "Heraldic art" from Rijeka. The Coat of Arms is described slightly different then currently used: azure an anchor argent behind a hoe or with handle argent and a hammer aso or with handle argent in saltire. The flag is the same, blue with that Coat of Arms bordered yellow in the middle. The gonfalon is not described.
Ispravak Odluke donošenja grba i zastave Opcine Selca, Službeni glasnik Opcine Selca, br. 1/2005, 8.3.2005. str. 3. In the second next issues of the gazette, the "correction" of the previous decision was issued, changing the description of the hoe and hammer to be all or. It is not clear weather this was a genuine correction of a misprint (for example, if in the preparation of the previous gazette they used "copy&paste" from a rejected project description) or if the change was possibly made after the intervention or consultation with the central authorities heraldic commission. We may never know, and the "white handles" version might have never been in use.

These charges, thus placed, bear a (presumably unintentional) similarity to the symbol of the North Korean Communist Party.
