Overview

Omiš is a city in the Split-Dalmatia County about 25 km south of Split at the point where the river Cetina enters the sea through a monumental gorge. In the medieval times the city was a stronghold of the pirates who preyed on the vessels of Venice but whom Venice was unable to conquer for several hundred years. Today the city's main industry is tourism. About 15,000 inhabitanst, 6,000 of them in the city itself.
The coat of arms of Omiš is based on the historical coat of arms: azure a Latin cross and a spiked mace both or.
The flag is blue with the coat of arms off-set to hoist bordered white.

The official web site of the city includes the latest official gazettes, including one that includes a correction of a previous one, namely: Ispravak Službenog glasnika broj 8 od 13. prosinca 2002. godine, Službeni glasnik Grada Omiša br. 5/06, 31. srpnja 2006, str. 57
The correction applies to the Statutory Decision on the Coat of Arms and the Flag of the City of Omiš (Statutarna odluka o grbu i zastavi Grada Omiša, Službeni glasnik Grada Omiša br. 8/2002, page 18), where the word "yellow" should be "white".
However, the 2002 gazettes are not available on the site, so we may only speculate what that may be about... It may be either that the charges on the should be white (which seems doubtful, as the golden charges seems to be still used), or maybe the outline of at the flag is in the decision erroneously described yellow, where it should be (and is apparently ever used as) white. I suspect it may be the latter.

In the mean time I have received reply from the city administration. It seems that by an erros the flag was described in the mentioned 2002 gazette as having yellow border around the coat of arms, but the decision was originally adopted - and should be - with the white border.
The 2002 decision blazons the coat of arms as we know it: azure a Latin cross in dexter and a spiked mace in sinister both or. Additionally, it is mentioned in the decision that the base for the colouring of the coat of arms is a 1579 early baroque "dukala" (a charter issued by the Venetian dodge and the senate; the 1579 dukala of Omiš is confirming the prior privileges the city of Omiš). This is relevant to mention since older examples are preserved, I guess, as uncoloured stone carvings and seal imprints.
In any case, the flag is in ratio 1:2, blue with a white bordered coat of arms of the city off-set to the hoist.
The 2002 decision invalidates the previous decision of 1999 (Odluka o grbu i zastavi Grada Omiš, Službeni glasnik Grada Omiša, br. 7/1999) and its amendemnts of 2001 (Odluka o izmjeni Odluke o grbu i zastavi Grada Omiša, Službeni glasnik Grada Omiša, br. 2/2001), which remain unknown for the time being...
