Jelsa is a community in the Split-Dalmatia County, some 40 km
south of Split, on the island of
Hvar. Population 3,800, in the town itself 1,800.
The coat of arms of Jelsa is Argent a tower azure topped with a
pennant or infront of the city walls and a church tower all
azure. The coat of arms pictures the charateristic features of
the old city of Jelsa.
The flag is yellow with the coat of arms in the middle.
The ceremonial form of the coat of arms include the name of the
community in blue letters above and wreath of green vine and
olive branches below. It is highly probable that the ceremonial
flag is similar. See how the pennant in the coat of arms indicate
the colour of the flag here.

there are some recent official gazettes, one of the includes the
decision on the amendments of the original decision on the coat

Alhtough this decisions is of somewhat lesser interest to us - it
only changes the amounts of fines for misuse of the symbols, it
provides us with references to previous decisions regarding the
symbols, and there were two, one of 1999 and one in 2004
(probably amending slightly the 1999 decision): Odluka o grbu i
zastavi Opcine Jelsa, Slubeni glasnik Opcine Jelsa, br.
2/99 i 6/04.
This also puts the adoption date of the symbols in 1999.
