Overview

Skradin is a small city in the Šibenik-Knin County, 25 km north-east of Šibenik, 4,000 inhabitanst, only 620 in the city itself at the deep bay forming the mouth of river Krka into the sea. In the vicinity of the National Park Krka with beautiful waterfalls it is tourist center. The city has history from pre-Roman period (Scardona), in 5th century a seat of epyscopy, several times much devastated in wars, especially in Venecian-Turkish wars, but also duing the 1990's. Until 1997 it has a status of a community, but then the city status was granted, even though the numbers are far less then usually required, due to the historical importance and tradition.

- Statut Opcine Skradin, 20.05.1994, Službeni vjesnik Županije Šibenske, br. 5/95, 05.06.1995. - Includes the description of the Coat of Arms and provisions for further decisions to determine the details and the flag. I suppose that the description (blazon) at the time was only an idea and was not meant to represent any particular artistic redention. Anyway, the Coat of Arms is described in Article 6 "The coat of arms constitutes the figure of St. Jerome, Doctor of the Church". (Sv. Jeronim, crkveni naucitelj; he is locally known as Sv. Jere). St. Jerom lived in 4th century and was born in Skradin. Among his many deeds were recorded for the benefit of the church, cf. <www.catholic.org>, he translated the Old Testament into Latin text known as the "Vulgata". and he is revered in the region. The Croatian institute in Vatican is nowdays named after him.

Statut Grada Skradina, 27.09.2001, Službeni vjesnik Šibensko-kninske županije, br. 12/01, 24.10.2001. - Skradin was upgraded to city status, updating the Statutes, but retaining the same wording on the Coat of Arms and the flag as in the 1995 Statutes. The 2001 Statutes repeat the prescriptions. I asume that still the details are not any further establsihed.

Recently, I located <www.tvrtke.com> where one can see a coat of arms affiliated with Skradin. I was far from sure if this has any official standing, untill it was seen hoisted beneath the state coat of arms in the meeting room in the city of Skradin, as seen at <www.hcr.hr> (see middle photo at the bottom of the page).
The design looks like it might have been done by the Heraldic Art, but confirmation is needed. There is no flag to be seen - so even if the design for the coat of arms blazon present in the Statutes for quite some time, was finally adopted, the flag may have not been made yet...

The county official gazette includes the decision on the coat of arms and the flag: Odluka o grbu i zastavi Grada Skradina, 20.12.2007, Službeni vjesnik Šibensko-kninske županije, br. 1/2008, 15.02.2008. str. 13-14
The flag is red, in ratio 1:2, with the coat of arms bordered yellow in its middle.

The city council issued the new Statutes in July, including the new descriptions of the coat of arms and the flag adopted in 2007, available on the County official gazette: Statut Grada Skradina, 30.07.2009, Službeni vjesnik Šibensko-kninske županije, br. 10/09, 04.09.2009. str. 37.
The Article 4 of the Statutes provides reference to the document of the Cetral State Office for Administartion approving the use of these symbols: Rješenje Središnjeg državnog ureda za upravu, Kl. UP/I-017-01/07-01/66, urbr. 515-10/06-07-3, 28.09.2007. o odobrenju grba i zastave Grada Skradina.
